Old saves are once again broken

I've just made a number of changes to the way Scout ships work for most of the factions: in earlier builds, most scouts were treated as independent hull types, though one with built-in scanners. As of r13486 many scouts are now being treated as a specialization of either the standard Light Cruiser or Destroyer hulls.

This is not a backwards compatible change, so all your old saves will no longer load.
