colonizing planets using new mechanics

Colony ships can now colonize a planet if the colonists on board would be comfortable there, even if the owning faction's race would not.
borrowing this quote from developer's updates

playing Tinkers I met Phidi, got their welcome package of 1 free phidi population... quickly setup production of colony ships filled with phidi on the planet they landed as I had a few ocean worlds around in my empire (actually one in my home system as a default) ... after colonizing first ocean world with phidi I can now colonize other ocean worlds regardless if colony ship contains phidi or tinkers ... before colony ship arrives to that system the planet shows as uninhabitable ... but as soon as I come there with colony ship it changes to habitable but no longer checks if I have proper population on board of colony ship ... doesn't sound like intended behaviour

I didn't have time to dig into files to see the code yet

That's certainly not the intended behavior. Could you upload your save?
