Minor Empires are VERY needy

Upon setting up an embassy with a minor empire, I am spammed with help requests every turn. Should there not be a minimum time limit on help requests? See game 1434. At the least they should not ask for the SAME THING in less then 10 turns (Ie food request 2 times in a row)
Edit, no its all empires, now the Phidi are doing it see game 1436

It does not hurt to politely refuse.

All of the requests (from both major and minor factions) are at a too-high frequency level, for testing purposes.

Actually, there is a negative you get with a polite refusal.

In my experience - only if you are "rude" (the third choice). But in that case I'd expect to don't get the same request for a while.

Nope, even polite gets a penalty.

An independent colony had requested 150 gold two times in a row, after which has agreed to join for 20 influence. A good planet and +30 influence for 300 gold isn't a bad deal. ;)
