Death's Hand

In-game, Death's Hand is treated as a unitary faction that just happens to be unremittingly hostile to every other spacefaring power. Given the lack of meaningful negotiation possible, I understand why this is done. That said, would I be correct in assuming it is probably more accurate to view it as an abstraction for a variety of different desperate and savage Human pirate groups, given the lack of meaningful coordination between different Death's Hand groups and the fact that they're already widely scattered as of game start? (Just as, at the moment, given the lack of different Human splinter colony leaders, we have to assume that only one Human splinter colony is actually led by 'Administrator Abbott' and the others we encounter, 'Administrator Abbott' is an abstraction for whoever the local leader happens to be.)

There was a wider variety of interactions scripted for the Death's Hand (particularly with the Human faction), but they were demoted to system guardians because Sven felt they were too similar in behavior to the Marauders. We will add more mechanics and interactions for the Death's Hand (including their Totally Not Hidden Asteroid Base), and they should feel more like individual parts of a larger whole.

Similarly, we should eventually have different leaders for each of the minor factions instead of multiple instances of Administrator Abbott, Governor Ivolo, and Ravin the Unrelenting.
