Save the starving spice miners

Upon colonizing a spice miner world, if you do not have a food surplus of 4 + they are immediately starving. Should their world either start with a farm, or they have a bonus to food production on arid (No food needed arid ONLY) ? As it is , if you start a colony there early on, if resources are low, the colony starves out. I can understand your race starving, but the spice miners live there, after all.

They really should start with a farm to prevent exactly this error. Also, I think Spice Mongers should probably produce .5 food on an Arid world. I'll take a look at fixing this. Thanks for the reports.
