I have to wonder- what evolutionary pressures could possibly have produced the Pell? It's hard to figure what advantages could have prompted such a sessile species to develop intelligence over time, as it is unclear how much practical action to improve survival intelligence could have conveyed.

That's why it's fortunate that we have precursor empires whose tampering with life forms can explain all kinds of unnatural-seeming things.
