It could be more than a hundred of them (the way game plays now). Do you really want all of them on your diplomacy screen?
Perhaps a random event of rebel's planet self-declaration - but than their mechanics should change to something like a "lost colony".

Actually yes, I would. Remember if they are reclaimed, they drop off the screen.
