Will there be an option to stop tech trading or do you have a mechanic to stop tech spamming which is what happens in every 4x game with this included.

I'm very aware of the pitfalls of tech trading (it greatly accelerates technology acquisition), and so if it does make it into the final game there will need to be significant limitations on it. For starters, I think you would need to have
very favorable relations with a faction for them to be willing to share their secrets with you.

Since there are no exclusive research descisions (research A, can't research B), you don't need to trade/steal tech that much.
But here or there an equal trade could speed up things

There are a few (and will be more) race-specific techs, so we will have to be careful about how willing the AI factions are to trade them.

Would that mean that, at least in theory, one could get Gremak cloaking tech und use it?

Still working on it. Ironically, the Iceberg deal and everything it required consumed a lot of our time and attention this month.

What does it mean that the diplomacy UI is not available to non-devs? Even in the dev build?

It means various new features are in the build, but, there's a "hidden option" that needs to be turned on before they can be viewed/tested. Um, as I've said before, however impatient you may be, I'd suggest that you don't figure out how to turn this option on -- when the complete system is ready enough to be tested, I'll remove the 'dev lock', and it will be available for everyone
