What does it take to buy a planet?
There is seem to be an option to buy planet(s) from an AI player, but they always refuse. Is it not implemented yet?

Yes, while the UI is there, the sorts of situations where the AI should be willing to demand / offer a planet should only come up in certain specific situations (like suing for peace). And we haven't hooked that logic together yet.
