Human Heavy Cruiser speed
Human heavy cruiser speed is 7 (every other heavy cruiser is speed 12). Because of its slow speed, and the fact that it gets placed dead center of your lines in front of your speed 12 cruisers, it causes an issue (in contrast, human battleship, also speed 7 is placed near the rear). Any chance of it being moved to the back of your battlegroups?

I've said before, as fleets get bigger (and with shipyards and the new 'reduce ship cost' tech they can very large very quickly indeed) we desperately need some sort of fleet management tool. That said, the Human Heavy Cruiser is definitely a slow poke.

There is a Fleet Report similar to the Planetary Report. You can toggle it on and off by clicking on the red ships icon on the top bar.

You assume misunderstood the original question.
The problem is the slow Terran Heavy Cruiser(7) in Front of the faster other Cruisers(12).
There are two possible ways to mitigate this.
1. At combat start the player can place his ships in his starting zone as he wishs.
2. Automatic placement, but a ShipDesign property (Picket=front, ShipOfTheLine=middle, Barrage=back) to determine the position/role.
It is very hard to do some Manoevers due to the slow Speed and big Size of the Ships. I would assume to increase (maybe double) all the speeds and the tactical map size. This way the speed/shipsize ratio is increased and you have the possibility to rearrange your fleet to your tactical needs.
It would also be nice if the front line ships could be a cover for the back line. You could build Tanky Ships for your front and Glasscannons for the back,
(together with range extender), the enemy can try to flank you or try to break you line. I think this offers nice tactical possibilities.
Besides, the terran heavy cruiser is indeed very slow.
