Can't build orbitals in latest depeloper build

In a fresh human game (started today, after updating), attempting to build a space station to construct ships is telling me I need 2 orbital construction facilities to build it. Game was uploaded, please see game_1006.

opps. should be working again as of r15332. though be warned that this 'dev' build is a snapshot in the midst of a significant cost re-balancing effort, um, your colony ships are probably going to be way too cheap, for one thing. other bugs may also occur.

thanks for the report. life on the bleeding edge can be a bit dangerous, but i'm always grateful for a bit of extra testing help
