How would I go about adding Opil crystals to all island worlds?

I'd like to do this because I feel like the Phidi shouldn't be the only species to benefit from the increased influence from Opil crystals, not to mention the financial boon.

I know this is a bit of an old post, but as an idea for tech trading, you could add an influence cost to curtail excessive tech trading, much like with the mercenary ships. Endless Space did this, and it made trading tech less desirable, even between allies, as you had to use your hard-won influence ...

I actually find that Vindicators (Tinker Faction) are better for spamming than torpedoes.
