Is there a way to negate the ocean and steppes worlds environmental costs ?

I guess I've tried to mix all types of populations on those worlds, and the cost was never removed.

Is it by design ? A bug ? Did I miss something ?

Hi all,

Ran into this (supposedly) bug some days ago. Due to a planet being highly contested during a war (I can remember the planet was invaded by both parties several times), it ended up with Enfi colonists.

As Enfi can't be freed, being servile, they can't be turned back into slaves neither ...

Just ran into this situation today.

Though I don't think it can be qualified as a bug, it's a bit inconsistent (Hey! Earn 50 free influence).

That being said, it's a bit of fresh air in a brutal game
