I've gotten a video card that will let me run with "simulated 4K", so I can now replicate some of these issues on my dev machine. I think I fixed most of them last night. Everything other than the low-res victory planet texture should be addressed in r38742. Let me know if you notice anything else.

Thanks for the update!
At Turn 100 with huge galaxy and all default setting, the scaling seems good now, travel time is confortably readable and no performance issues so far
One glitch I noteced is this: when selecting a fleet and clickign the icon "Move Fleet" there is a rendered destination line that is normally flowing into the cursor. Now, the line is flowing into a point which is offset from the cursor itself. Since the line is not captured in hte screenshot I have marked it, the poistion and the poistion of the cursor: The arrowhead is the position of the cursor
The circle marked above is the position from where the cursor distance and direction is calculated from meaning: this is the point where the source planet is offset and the generated destiantion line is derived from the poition of the cursor from this point. Note that the marked point is different depending on the planet selected and the screen position on the galaxy map so is not a fixed point on the screen
Overall it looks good- distance between the battle report buttons is also better

Great report - I observe the same cursor behaviour on fleet destinations too.
Otherwise, seems to be working at this resolution for me too.

Confirmed: destination line rendering fixed on my side as well

Found a few other little issues last night -- when "Simplified Graphics" was turned on, some of the waiting overlays were shown at the wrong size, and there was a cursor position issue when transporting colonists. All the 4K issues I've found should be fixed as of r38748 though.
