Suggest you keep the asteroid belt visuals around the planet even after the special base has been built as it looks rely neat there (if for role porpuse it would have been consumed by the contruction work) - also this way it is still indicated where the base can be built once it has been destroyed.

Also: suggest the astorooid base consumes a standard base slot (max of two) so the playeer would need to sacrifice a slot for the base and we have more decision when chosing which base to build in the limited slots available

Another way of going abouth this is to eanble planets with asteroid belt to become super defended production hives: Shiyard plus Fleet Base plus asteroid base. Though this would be a cool concept and make them more unique, it would also be a trivial decision though

Rings won't be consumed when building asteroid bases. Even a very thin ring would contain trillions of tons of material.

Asteroid bases and mobile bases will still occupy orbital slots.

Be carefull with that, if I imagine mobile bases correctly, then movement from between star systems could be an issue.
Specifically, if all the orbital slots are occupied, the mobiel base cannot move there right?
But what happens if a mobile base is already underway and a new base is finished during this, or another mobile base arrvies to the same system.

One way of resolving this is playing a "placeholder" on the target system orbital slot once the move order has been issued, so no new bases can be built there or other bases moved to that location if no other free slot is available

There's no special move command for a mobile station; you extract it from orbit, and it moves like a normal ship. It can only enter orbit and function as station if the target planet has an open orbital slot.
