Two things I noticed, not sure if they are bugs or not

Haven't played in awhile, but noticed two odd things, wondering they are just new behavior or if I should upload the game for a closer look.
1) Noticed that the Orthin had an arid world (which they stole from me) that had a small (1 mil) population of Spice Mongers on it when I retook it. However, when I found the Spice Monger homeworld is looks like the Orthin never colonized it; they have a station in orbit and there's 2 mil spice Mongers in residence, but the Orthin don't control the planet and the only infrastructure is the default native species farm. How did those spice mongers end up on another world?
2) I was bombing an Orthin world that had militia; IIRC 10 pop and 10 militia. As I bombed the planet the number of militia dropped far faster than the pop did; I bombed it down to 6 pop but there was only 1 militia, and I was able to invade with a pair of tanks. Not sure what was going on.
