Is it not possible for the Gremak Empire to persuade Marauder bands to join the Empire yet? The option is in the diplomatic interface but seems to be dummied out, and as best as I can tell in the code in marauder_discussions.lua, it's always disabled.

You're reading the code correctly: it's not implemented yet.

It use to be possible through "legacy" dialogs.

You can get them to join your empire. First trade with them and buy some ships and slaves(improves your dep rep with them). Remove all ships from their system then wait a few turns and send a fleet that is way stronger than theirs to their system. It'll kick in with a dialog and you can get them to join and get the achievement on steam.
