Deciding on ships individually when captured.
Some whips I might like to keep and some dissembled or reverse-engineered

It takes one turn and is available the next turn. I would think that a notification would be unnecessary and annoying.

There is a fleet manager, but it manages fleets, not individual ships. I think what you're asking for is a ship manager.

There isn't. There is a (very rudimentary) "Fleet Report" (just noticed - quite honest ). A manager should allow to manage.
