My guess is that the heavy mounts can mount two of the weapons at the same time, but the damage shown for the double laser in the heavy mount in the top left corner and the single one in the turret below reads the same: 1-10 dmg. Is there a point in mounting small weapons in heavy hardpoints?

Arioch wrote:Yes. A regular laser mounted in a heavy hardpoint will actually have two weapons that each fire, whereas a heavy laser will only have one.

Probably. You can also get into the ship design screen by shift-clicking on a ship in the production menu.
