If population becomes discontent, you can't move them or load them up on transports (or use them as militia). The Gaiads and Scavengers are always discontent.

Fighters are actually a little bit easier to balance than missiles. Missiles attack once and are destroyed, but fighters ideally survive to make multiple attacks, so you can increase their survivability and overall effectiveness without necessarily making them one-shot-one-kill monsters. Wouldn't this negate the defense bonuses the armor/troops have against bombardment or is this a way of beating a planet without bothering with invasion? If you have sufficient firepower, you can "glass the planet" and remove the settlement on it. This doesn't give you control of the plane...

The current race-specific weapons (Flak cannon, Viper, Distortion Fields, Beam artillery, Shield Capacitors, etc.) in the game are mostly placeholders; we will more fully implement them before release.

We won't be adding any Outsider ships or weapon systems. At least, not for the initial release. :D

The plan is to give fighters additional avoidance to help improve their survivability, in addition to other balance changes. Right now they're not very viable.
