So I finally took a crack that this yesterday; I tried just copying the files to mods (and the pop icons), hit an error when I first encountered a new species. Tried to manually merge and had a different error again when I first encountered a new species. Do want me to post my issues?

I haven't done a ton of testing but I agree it seems that energy weapon damage vs. shield regeneration seems off in the favor of shields in the more recent builds.

Dzibix arose from an automated factory set up by one of the elder races in that period, and so the Tinkers do have a connection to that ancient past, but they are not themselves considered an elder race.

Yes, Arioch's post is what I meant; if many of the events are AI behavioral cues or tell them to do something the Player can always do anyway, rather than directly effect the game state with a clear choice or immediate result, then it doesn't make sense to have them presented to the players. Well I wouldn't assume the Dizbix and the Tinkers aren't 'ancient', it's possible they have been around for a long time and only discovered hyperspace at the start of the game. I don't know if the game fluff is that specific.

I'm not sure ALL the 'event cards' should be available to the players, since the goals of a diplomacy system is make the other factions interesting, not to make them act just like human players; they should have 'character' rather than just be out to win. Yep, younger race, their 'lost colonies' are from 'slowboat' non-FTL colonization attempts made while hyperspace was messed up.

Ah, not using their mobile outposts probably explains most of it. In my most recent game (to test the busbars) they did manage to carve themselves out a 5-6 system empire so far, so it's not some weird AI bug and appears to be just be a cruel RNG result.

Huh. I wonder if the AI-Tinkers in my games just have been victims of a bad galaxy generation roll; every game they seem to be surrounded by ocean or airless worlds, which they can't use early game.

I REALLY like the idea of a diplomatic 'tension' penalty among the top-3 winners in the Galactic Council vote. I'd possibly make it progressive over multiple votes rather than one big relations hit, but either way I think it will help shake it up the late game in good ways.

Well good point on the 'everything happens on the map' stance, and the game tech also implies that at least in the early game communication range is limited (which is why you need to research techs to order your fleets in deep space), so that also means that the 'admiral can really command any fleet...
