Basically you just unpack the mod into the "Mods" directory.

So using PopReport as an example, you would end up with
\steamapps\common\Stars in Shadow\Mods\PopReport\

And that contains the subfolders Drawers and GUI

I noticed that LR and FL mods appear not to do anything when applied to PD weapons (other than increase cost and power use).
Am I seeing things, or is there a bug there?
