#2 has been around for a while now. I can usually fix it by clicking at some other fleets until I find one that I CAN move (because the bug seems to apply to several fleets once one of them starts bugging). The UI appears to get stuck on the "right click means cancel" functionality instead...

UI issue in game_8099: after loading a save, the Adhara system is still doing a "repeat production" action on both planets but the UI is not showing the "infinity" symbol to indicate this, nor allowing to undertake new "repeat production" actions on the planet.
