Herald does not visit the empires in the DEV build to sell tech

Since all Harpy activities seem to have stopped - this might be intentional though for diplo testing

The point is that ship movement is extremal low at the start of the game and it just dose not change yes it increased ~87% but this is kind of small considering may other similar games the speed jumps are much lager like 100% each time and this would also have more impact. Part of the reason for this is the ship speed which really is way to slow for at the end of the game even for such a small map it takes 25 turns to cross. Not sure what's up with the turn blocker, but the loss of control is probably because you have the AI enabled for the player faction - AFAIK neither disabling ai_dev nor removing show_hidden_options.bool reverts that, you have to click on "Teros (AI)" so it goes back to "Teros"....
