I have seen that wholesale refits can be pretty disgusting in terms of dramatically increasing your fleet's capabilities in a short period of time as tech becomes available. I can confirm the second bug. The capacity numbers went up when I got the tech, but planet population indicates it is "stable" and the population never increases.
